Abstract

Мақала Ресей парламенті — Мемлекеттік думаның қызметін зерттеуге жəне оның заң шығару органдарының жүйесіндегі орнына арналған. Парламенттің тəжірибелік қызметіндегі заң шығару өкілеттіктері шектеулі болғандығы жəне олардың маңызды мемлекеттік сұрақтарды шешуге мүмкіндік бермегендігі көрсетілген. Заң шығару процесіндегі маңызды рөл мемлекет басшысына — Императорға тиесілі болып қала берді. Патша билігінің қолындағы Мемлекеттік дума оның жүргізіп жатқан демократиялық реформаларының қиялы болғандығы көрсетілген. Дегенімен бірінші Парламенттің рөлі, қоғамдағы парламенттік идеялардың негізін қалаған, саяси сананың дамуында үлкен тарихи маңызға ие болды. The article is devoted to the activities of parliament in Russia — State Duma and its place in legislative bodies of the country. It is shown that in the practical activities the legislative authority of Parliament was limited, and did not allow it to deal with serious matters of state. A key role in the legislative process possessed to the head of state — the Emperor. It is shown that State Duma in the hands of the autocracy created the illusion of carrying out the democratic reforms. Nevertheless, her role of the first Parliament had the great historical significance for the development of political consciousnes, which laid the seeds of parliamentary ideas in society.
