К вопросу о контрольных полномочиях маслихатов в Республике Казахстан

Abstract

Мақалада Қазақстан Республикасындағы жергілікті өкілетті органдардың бақылау уəкілеттіліктері Қарағанды облыстық мəслихаты мысалында талданады. «Құзыреттілік» жəне «жүргізу пəні» түсініктері зерттеледі. Сонымен қатар жергілікті өкілетті органдардың бақылау уəкілеттіліктері қарастырылып, жүйеленген. Жергілікті өкілетті органдардың əрекет бағыттары олардың құқықтары мен міндеттерін жəне құзыретті көлемдерін, яғни билік шектерін, анықтамайды. Бірақ айтылған шектерге жергілікті шаруашылық рөлінің маңыздылығы жəне оның нақты қамту күшінің дəрежесі тікелей байланысты, бір сөзбен айтқанда, кең жəне тар мағынада жергілікті өркендетуді жүзеге асырудағы оның уəкілеттілік аумағы тəуелді болып табылады. The article provides the analysis of the control powers of local representative bodies in the Republic of Kazakhstan. The Karaganda regional maslihat was taken as an example. Such concepts, as the competence, conducting subjects are investigated. In addition, the control powers of local representative bodies are considered and systematized. The direction of actions of local representative bodies doesn't determine scope of their competence, the rights and duties, i.e. circle of actions and power limits. Meanwhile relevancy of the role of the local economy and degree of its real covering force directly depends on the mentioned scope, in a word, in narrow and wide sense of this concept its scope in realization of the local accomplishment.
