Abstract

Мақалада қазақстандық парламентаризмнің мемлекеттік тəуелсіздік алу сəтінен бастап, халық депу- таттары кеңесінен кəсіби екі палаталы Парламентке өтуі, оның қалыптасу жəне даму жолы қарастырылады. Оның заң шығарушы орган ретіндегі алғышарттары, бастаулары жəне XII шақырылған Жоғарғы Кеңестің өзін-өзі таратуы, XIII шақырылған Жоғарғы Кеңесті Конституциялық соттың сайлау өткізу барысындағы заңнаманың бұзылуы туралы шешімі негізінде заңсыз деп танылу себептері талданады. In this article are consider the way of formation and development of the Kazakhstan’s parliamentary system since the moment of transition to the State independence, from the Soviets of People’s Deputies to the professional parliament of two houses. Analyzed the preconditions, conditions the sources and reasons of the dramatic events round it as legislature, self -dissolution of the Supreme Soviet of XII convocation, recognition is not legitimate Supreme Soviet of XII convocation, on the basis of the decision of the Constitutional Court of violating the law during elections. The main directions of further development of the legislator branch in the Republic of Kazakhstan.
