Abstract
Throughout past decades, various scholars researched the development o f foreign language cognitive competence.
Cognitive competence, embracing abilities as problem-solving, critical thinking, reasoning and
memory is crucial for effective functioning in various spheres o f modern life. Despite the fact that there is a
big number studies on cognitive development, there is a necessity for a panoramic model that incorporates
multiple dimensions o f foreign language cognitive competence and includes the reciprocation o f individual
and contextual factors. In Kazakhstani science it is mostly considered as a sub-competence o f intercultural
communicative competence (ICC). It was proposed by the authors o f this article that special attention should
be paid to foreign language cognitive competence and propose an overview o f such a model and the learning
outcomes for each o f its stages. The key components o f the proposed model include the stages and educational
conditions o f foreign language cognitive competence development, and instruments for foreign language
cognitive competence measurement. Further investigations can focus on the refinement and extension o f the
model as well as its approbation and application in educational theory and practice.
